Does nothing occur when you click the Run button (no error or another dialog)? If so, I recommend you to do the following:
1. If you use Windows Vista/2008/7, right-click the WebLog Expert icon and click the "Run as administrator" command. Try to run the server after you started the program such way.
Could you please send your licensed user name or license key to us at support@weblogexpert.com? We'll check if you can upgrade to a version of the program that supports using IIS to host the dynamic HTML reports.
why can't you guys just fix your software? Many users have this issue where the internal webserver stopped working, your fix is to use another companies software (IIS)! You expect us to recommend WebLog Expert to our companies where they will spend thousands on your software!?? Only to make us look bad??? FIX YOUR INTERNAL WEBSERVER and quit blaming end users.. Regarding our built-in server. We want to give our users an option:
1. Use the built-in server that can be very easily set up and is enough for many users. However, the server almost has no options, e.g. it's not possible to serve reports via SSL using it. And it is less stable for serving heavy reports and/or with a lot of users.
2. Use IIS. It requires more time and effort to set, but it is more powerful, stable and has much more capabilities. We included detailed instructions on setting up IIS with the program reports, it is available in the program help.
In any case it's not possible to make a product that will work in all possible cases, each software has its limitations. It is one of the reason we provide fully functional 30-day trial version of our software so users can decide whether it suits their needs.

In a fresh install with a trial regcode entered your webserver installs itself as a service and runs. when that regcode is un-rechable/invalid for whatever reason and the service tries to start and it is configured to delete itself as a service. When the reg-code is then reachable again, it does not re-install as a service. Why your internal web server is even checking for a regcode is a mystery to me. I will do some further digging to see what can be done...

It seems that the issue is related to another problem you had with unrecognized user in IIS. In both case the web server could not access the program configuration files (either with user information or with licensing information). In most cases the problem can be solved by changing permissions for the "C:\ProgramData\WebLog Expert" folder and/or account used for the service or IIS site, but it could be also caused by security software used.

3. Check that you security software (antivirus/firewall), maybe it doesn't allow the server to run for some reason.
