Access the UI?

I have weblogging turned on for two of my websites but only today realized there is a UI in which options, (like IP lookup) can be set. Is it possible for end users to gain access to the UI? Set up a profile?

WebLog Expert UI can be accessed on the computer where it is installed or via remote desktop, while it's not possible to change the program settings or manage profiles via web interface.
