I have 1 IIS log file for that contains the log entries for 10/01/11 and some of 10/02/11 and I have 2 reports setup in WebLog Expert for this log file.
Report #1 has time range of: 08/1/10 12:00:00 AM to 03/01/13 11:59:59 PM
Report #2 has time range of: 10/01/2011 12:00:00 AM to 09/30/12 11:59:59PM

Report #1 is basically generates a CSV report for daily activity and the only thing in the report is the Activity Statistics > Daily > Daily Activity -> Page Views, Visitors, Average Visit Length and Custom number of items set to 2190 items.
When I run Report #1.....it starts from 09/30/2011. How can this be when the IIS log does not have any log entries for the 09/30/2011 date?

I've examined the log file and the earliest entry is at
#Date: 2011-10-01 04:00:09
and the last entry is at #Date: 2011-10-02 03:59:53

The program converts time in log files to the local time zone by default (IIS logs contain time in GMT/UTC). It seems that in your case the date/time of the first entry was converted to a time on 09/30/2011 in your time zone.

You can change the time zone settings in Options > Analysis > Date & Time.

Since you said that the IIS logs are in GMT/UTC time, I've set the Date & Time in WebLog Expert to 0.

This does not display the 09/30/2011 date which is correct. However, the visitor statistics for 10/01/2011 is higher when the Date & Time is set to "Default" vs Date & Time set to 0 (GMT/UTC).

Are you sure that setting it to 0 is correct? Why isn't it set by default if using IIS logs?

As the start times of visits change when time zone is changed, number of visitors for a day may change too, it may become lower or higher depending on log contents.

The program doesn't use the logs' time zone as it doesn't make much sense in most cases, especially with IIS logs as they always has the GMT time zone. The program tries to show statistics relevant to the user that creates the report, so it shows time in the local computer's time zone, while it allows you to change the time range for all sites or for specific sites only (in Profile Properties > General > Custom analysis settings).
