Cannot show Chinese characters properly

All Chinese characters from IIS log files cannot be shown properly. How can I solve it?

The program has limited support for Chinese characters now. It can show search queries and titles in Chinese as long as it is set as the default language for non-Unicode applications in the Windows settings ("Region and Language" dialog, "Administrative" tab, "Change system locale..." button). However, file names in Chinese cannot be shown correctly.
