First of all you should check that your account has permissions to install services.
If it doesn't help you should check if Windows event logs contain any errors related to the service. You should also check if the "WebLog Expert Schedule Service" is listed in the list of services. If it is listed, you should try to start it manually.

First of all you should try to restart the service manually If it doesn't work, maybe there is a conflict with a firewall, antivirus or other software. You should try to change the port number in the web server settings and restart it, as well as check the antivirus settings.

After i did re-install i lost WebLog Expert scheduler service also.
Any idea how i can completely uninsall WebLob and re-install it ?
Have you tried to start the schedule service in the Schedule dialog? When you uninstall the program, the service is deleted and it is not started/installed automatically when you reinstall it.
I'm having the same issue, the service doesn't seem to exist any more. When i open up services i can't see it at all. How can i get it back?
You should try to start (or stop/start) it in the "Web Server" dialog in the program. The service is installed and uninstalled automatically when you start or stop it in this dialog.
